Organizations Involved

The District of Kansas is comprised of all 105 counties within the State of Kansas.  The Probation and Pretrial Services Office has grown to have over sixty officers and support staff members in the Wichita, Topeka, and Kansas City divisional offices. The purpose of this project was to redesign, redevelop, and migrate from Drupal 7 into Drupal 10 using an updated USWDS design system.

About the project

Create a Drupal Platform as a Service (DPaaS), toolbox, design system, and migration automation tools to expedite and accelerate the redesign, redevelopment, upgrade, modernization, and migration of the website from Drupal 7 into Drupal 10.

Why Drupal was chosen

  1. Mature role/permission model, configuration management, and a large security team behind core. Drupal hosts with government focus (e.g., Acquia Cloud) have FedRAMP authorization, which simplifies ATO conversations. 
  2. Drupal core commits to W3C WAI guidelines, and there’s an established ecosystem of modules and patterns used to meet Section 508. Federal 508 guidance dovetails cleanly with Drupal’s approach. Multiple community-maintained USWDS themes and component libraries make it straightforward to implement federal design standards—and keep them updated. 
  3. Drupal’s architecture supports multi-site fleets, shared design systems, and reusable components, helping big agencies (or states with many sub-agencies) standardize UX and reduce total cost of ownership. Case studies show significant savings when consolidating onto Drupal. 
  4. No per-seat CMS license fees, a huge marketplace of integrators, and healthy competition among FedRAMP-capable platforms keeps costs transparent while avoiding vendor lock-in. 
  5. Granular workflows, review states, and auditability map well to comms/legal/compliance approvals; teams can codify “zero-defect” publishing practices inside the CMS. (The USWDS + review tooling above helps here, too.) 
  6. Independent snapshots show Drupal as a leading identifiable CMS across U.S. public sector segments (e.g., states), and adoption rises with entity size (cities/states). Vendor reports also claim broad global government use. Treat vendor stats as directional, but the trend is clear. 
  7. Structured content model and APIs play nicely with search, data portals, and emerging AI workflows in government contexts.
