The project focused on the creation of the National Climate Action Observatory for the Sustentabilidad Sin Fronteras foundation, addressing the urgency of centralizing and making transparent Argentina’s more than 600 climate commitments for 2030, which previously suffered from informational fragmentation and a lack of standardized oversight. The online platform developed by DigitalProjex offers a Detailed Monitoring across 16 categories with compliance indicators and evidence, a Global View for international contextualization, and a Climate Library for access to official documents, all with the goal of facilitating data-driven transparency, improving governance and multisectoral coordination, and providing accurate information to citizens to drive climate action and the achievement of decarbonization goals.
About the project
The project tackled a critical challenge for the Sustentabilidad Sin Fronteras (SSF) foundation: the need to centralize, standardize, and supervise the implementation of more than 600 climate commitments undertaken by Argentina toward 2030 (aligned with the Paris Agreement and national plans).
The main objective was to transform fragmented information and the lack of standardized indicators into a unified software solution that ensured transparency and accountability to citizens and the media, facilitating data-driven decision-making and ensuring continuity of oversight despite institutional changes.
Technical and functional requirements included:
- A secure, agile, and scalable platform developed with low carbon footprint criteria.
- Implementation of a Monitoring module capable of evaluating the degree of compliance across 16 categories of commitments, with supporting evidence and emissions graphics.
- Creation of a functional Climate Library as a downloadable repository of the 23 key official documents.
- Integration of a network of 21 allied organizations to contribute knowledge and independent verification.
- An SEO-optimized, mobile-adaptive solution, crucial to maximizing the reach of the public resource, in addition to multilingual support (Spanish/English).
The National Climate Action Observatory (ONAC) was developed by DigitalProjex, using the robust Drupal architecture to handle large volumes of structured information and provide a secure platform for public dissemination.
The project’s impact translated into:
- Evidence-Based Transparency: ONAC offers broad and specific tracking, integrating innovative indicators such as the likelihood of reaching the goals, strengthening credibility and accountability.
- Improved Governance: Centralization and standardization of data facilitate coordination among multiple actors and provide accurate, accessible information to citizens, journalists, researchers, and decision-makers.
- Autonomy and Scalability: The platform allows semiannual updates of information by the foundation team and is designed to be scalable, ready to incorporate the growing complexity of future climate commitments and action plans, ensuring operational continuity of monitoring toward 2030.
Why Drupal was chosen
The National Climate Action Observatory required Drupal due to its excellence in complex structured data management and its ability to facilitate evidence-based governance. The platform benefited from Drupal's capability to create custom content types that mapped the over 600 climate commitments into precise indicators, such as the probability of attainment and verification evidence. This was vital for the Monitoring module and the Climate Library. Furthermore, the Drupal architecture facilitated the secure integration of the 21 evaluating organizations and ensured the project’s long-term scalability, providing a stable and maintainable technical foundation for compliance with the 2030 Agenda goals, backed by its security and multilingual support.

The custom SSF theme, developed specifically for this project, reflects the visual identity of the National Climate Action Observatory. It was designed and built with sustainability in mind, focusing on performance optimization and minimal resource consumption to reduce the website’s overall carbon footprint.
