Umwelttechnik BW GmbH (UTBW), is the state agency for environmental technology and resource efficiency in Baden-Württemberg, Germany. The agency brings together stakeholders and professionals in the relevant fields of environmental technology, facilitating strategic project development at a regional level.
UTBW faced the challenge of a fragmented digital ecosystem spread across multiple CMS platforms and static websites, each with its own design, search, and maintenance demands. This lack of integration created inefficiencies in security, upkeep, and usability. To address these issues, 1xINTERNET partnered with UTBW to unify its online presence on a modern Drupal multisite platform.
The new solution consolidates content and microsites into a central resource that provides information, events, established working groups, and operational support for funding programs, helping companies across the state move toward a more environmentally compatible future. A powerful global search and filter system enhances access to content across all sites, while the platform itself delivers a secure, scalable, and accessible foundation that balances compliance, performance, and user needs.

Since 2011, a dedicated state agency in Baden-Württemberg has served as a central hub for environmental technology and resource efficiency, bringing together information, initiatives, and experts in the field. At the regional level, it connects stakeholders from business, science, and politics to foster strategic project development while advising and supporting companies.
Umwelttechnik BW GmbH places a strong focus on small and medium-sized enterprises. Through specialised events, national and international location marketing, established working groups, and hands-on support for funding programs, it guides companies across the state toward a more sustainable and environmentally compatible future.
Multisite Solution Connecting Business, Research, and Policy
Umwelttechnik BW (UTBW) set out to build a central digital hub that unites knowledge, services, and stakeholders to drive sustainable innovation and accelerate strategic projects. In collaboration with 1xINTERNET, UTBW replaced a fragmented landscape of CMS platforms and static websites with a unified Drupal-based multisite solution. Previously, sites had separate design, search, with no data exchange, preventing meaningful connections.
The new multisite platform delivers consistent design, secure hosting, and integrated maintenance while enabling scalable growth and long-term sustainability. Powered by Elasticsearch, an advanced search function gives users fast access to companies, funding programs, projects, news, and events, with curated topic pages providing intuitive entry points into UTBW’s diverse offerings.

The 2024 platform optimisation reshaped UTBW´s digital performance, driving growth in user acquisition, engagement, and technical reliability. Traffic surged all channels, direct +186%, organic +222% and campaigns +2,064%, with corresponding increases in conversions and engagement.
Returning visitors spent 26% more time on site demonstrating that platform improvements create genuine value for users who come back. At the same time, engagement among new users remained strong despite the traffic increase, proving that acquisition kept pace with the rapid growth.
User behaviour also shifted, once dominated by desktop (90%+), mobile now represents 18.2% of visits and outperforms desktop in Core Web Vitals. Mobile users benefit from faster load times (82.5% good LCP) and near pear-perfect responsiveness with 98.4% INP (Interaction to Next Paint).
The results demonstrate that the technical modernisation strategy delivered measurable business value combining superior performance and scalability while serving a growing user base.

Why Drupal was chosen
A unified Drupal foundation
UTBW was already running on Drupal 7 & 8 and the state agency was both familiar and satisfied with Drupal. They wanted to continue using Drupal for future development . Transitioning to a unified Drupal 9 codebase created seamless connectivity across all sites while preserving the individuality and unique content of each. The multisite architecture simplifies maintenance, lowers recurring support and update costs, and ensures consistent functionality, security, and user experience throughout the entire network.
