The Information Fusion Centre โ€“ Indian Ocean Region (IFC-IOR), hosted by
the Indian Navy, was established by the Government of India on 22
December 2018 at Gurugram to promote collaborative maritime safety and
security across the Indian Ocean Region (IOR).

The Centre functions as a regional hub for maritime information sharing,
supporting cooperative responses to both traditional and non-traditional
maritime security challenges.

About the project

Goals

  • To replace the existing static HTML website with a dynamic and
    content-driven CMS platform.
  • To enable easy and secure content publishing for reports, updates,
    advisories, and events.
  • To improve information accessibility for partner nations and maritime
    stakeholders.
  • To support frequent updates related to maritime security incidents,
    reports, and workshops.
  • To ensure long-term scalability and structured content management.
  • To enhance overall website usability and information dissemination.

Challenges

  • The legacy website was built using static HTML, making content updates
time-consuming and dependent on technical resources.
  • Large volume of structured information such as reports, updates, and
    advisories required organized content modeling.
  • Frequent updates and time-sensitive information needed a flexible
    publishing workflow.
  • Ensuring information consistency while restructuring existing content
    into a CMS-based architecture.
  • Designing a system that supports collaboration and future expansion
    without disrupting ongoing operations.

Solution Delivered

  • The website was completely redeveloped from HTML to Drupal CMS,
    enabling dynamic content management.
  • Structured content types were created to manage reports, updates,
    workshops, and publications efficiently.
  • Drupalโ€™s role-based access control was implemented to ensure secure and
    controlled content publishing.
  • Improved information architecture was designed for easier navigation
    and discoverability.
  • The platform was built with scalability in mind to support future
    enhancements and integrations.
  • Performance and security best practices were implemented to meet
    government-grade standards.

Why Drupal was chosen

  • Drupal provides a robust and secure CMS suitable for government and
    defence organizations.
  • Flexible content modeling allows structured management of reports,
    updates, and publications.
  • Role-based access control ensures secure and controlled content
    workflows.
  • High scalability supports future growth and regional collaborations.
