The Cooperación Iberoamericana portal, led by SEGIB, was developed to strengthen collaboration among Ibero-American countries by providing a centralized, transparent, and scalable digital platform. Built with Drupal, the site supports the planning, monitoring, and visibility of regional cooperation projects, aligning with the 2030 Agenda for Sustainable Development. It includes tools for tracking initiatives, accessing country data, and promoting multilevel and multistakeholder engagement. Drupal's flexibility, security, and cost-effectiveness made it the ideal solution for this high-impact international effort.

Describe the project (goals, requirements and outcome)

Inside the project

The Cooperación Iberoamericana platform is the official digital portal supporting the Ibero-American Cooperation initiative. This multilateral effort brings together Latin American countries, Spain, Portugal, and Andorra to promote regional development through joint projects in education, culture, science, and more.
Although the platform and its content are primarily in Spanish, Cooperación Iberoamericana is the institution’s official name and is used throughout this case study to maintain consistency with the organization’s branding and digital presence.

The portal centralizes information and tools related to key cooperation areas such as education, culture, science and technology, and financial and technical assistance. It also serves as a strategic tool for planning, monitoring, and evaluating joint initiatives across Ibero-American countries.

The challenge

SEGIB needed a digital solution that could accommodate the dynamic, multi-actor nature of Ibero-American cooperation. The platform had to manage high volumes of content, ensure transparency and accountability, and align closely with the 2030 Agenda for Sustainable Development. Additionally, the organization required a CMS that offered strong security standards and long-term flexibility without the high costs associated with proprietary software.

The solution

Drupal was selected for its open-source model, robust security features, and modular architecture—making it ideal for international organizations with complex governance and publishing workflows. The platform was designed to:

  • Facilitate access to detailed data on Programs, Initiatives, and Affiliated Projects (PIPA)
  • Support performance tracking and evaluation of cooperation projects
  • Centralize resources like publications, project databases, and event announcements
  • Ensure transparency through open access to cooperation results and country participation
  • Align all cooperation actions with the Sustainable Development Goals (SDGs)

Key features and benefits

  • Interactive PIPA database: Provides visibility into participation, objectives, and results.
  • Monitoring and evaluation tools: Enable continuous improvement of cooperation projects.
  • Content transparency: Strengthens public trust through accessible data.
  • Alignment with the 2030 Agenda: Ensures all efforts contribute to sustainable development.
  • Scalable architecture: Adapts to new initiatives, actors, and regional demands.
  • Secure and sustainable platform: Meets the high standards of multilateral governance.

Conclusion

The Cooperación Iberoamericana portal has become a strategic digital asset for SEGIB and its member states. It supports informed decision-making, reinforces transparency, and promotes a collaborative, multilevel approach to regional development. Built on Drupal, the platform ensures both technological sustainability and alignment with the evolving needs of Ibero-American cooperation.

Why Drupal was chosen

Drupal’s open-source nature makes it cost-effective and adaptable, key factors for international and governmental institutions. Its high-level security, modular flexibility, and ability to scale with evolving requirements made it the ideal choice for SEGIB’s long-term digital transformation goals.
